If the tasks reappear after deletion, it could be due to a conflict with another plugin or a theme. In that case, you may try debugging by disabling other plugins and switching to a default WordPress theme temporarily to see if the issue persists.
— Be sure you have a good backup in place of your full site and database. You can ask your host for backup functionality or you can consider using a service like Jetpack. If something goes wrong, you will be able to restore it.
— Also, you can consider using a plugin like Health Check & Troubleshooting. This is a plugin developed by the WordPress community and it is helpful to disable plugins without affecting your current site visitors.
— It is important to consider as well a staging functionality in case you would not like to touch your production site (you can ask your host if they offer this service), or you can use WP Staging for quickly spinning up a new test site.

I’m facing the same issue, which is having jetpack_clean_nonces and jetpack_v2_heartbeat events, without any installed Jetpack plugin.
Could you please share a public solution?
In my case, I don’t remember if I have installed and uninstalled a Jetpack plugin. But I use WooCommerce.

It’s possible WooCommerce generates these events because we have never been able to successfully remove them.

It appears to be the case, as you say. Someone reported that it is present in WooCommerce code here.
Apparently defined in these 2 files:
/wp-content/plugins/woocommerce/vendor/automattic/jetpack-connection/src/class-heartbeat.php
/wp-content/plugins/woocommerce/vendor/automattic/jetpack-connection/src/class-nonce-handler.php
