Are you sure you have the locale set right?
Yes. WordPress is set to German and the libriarian user ist set to German too. I made a test with Englich for the librarian user, but I got the German locates. Therefore I guess Iget the German locales. The simple question is: how I need to enter the date? The German variants are:
25.01.2022 (DD.MM.YYYY)
25. Januar 2022 (DD. MMM YYYY)
I will also use the american formats, but these are not works too.

You have to use slashes (/), not periods (.), and three character month names (Jan, Feb, Mar, May, Jun, Jul, Aug, Sep, Oct, Nov, and Dec).
I try it, but got:

I don’t know what to say. Does it work with just numbers (1/1/2022)? That might work better.

OK, Just a month and year (jan/2022) work on my test install (Linux (CentOS 7), PHP 8.2, WP 6.1.1, English). As does Jan/1/2022.
Question: are you using a MS-Windows server? If so, you might have to use the North American date format (month before day).

You seem to be using an old (EOL) version of PHP (7.2). I don’t know what is going on.
I change to 7.4, the same issue. I don’t think it’s a problem of the PHP version, but I will install a test WP site with PHP 8.2 and come back in the next days.

I install a new WordPress instance with PHP 8.0 and only one Plugin, the WebLibrarian. Now I get more error messages:

OK … I switch the whole site to English of my 7.2 instance.
And I can add records at all!!!
I fear your plugin is not compatible with German dates. That a application is running in a development environment is nice, but …
You should remove the german language from the plugin page. If you really want to solve the issue feel free to ask me for testing.
I will stop any activities, because it doesn’t work!

I have no control over the German version and don’t specificly support the German version. I have no clue as why it does not work properly.
