    I’ll start by saying that I’ve already contacted the plugin developer as well as the hosting company and after many hours have been unable to find a solution to this problem. I’m hoping someone can help.

    I moved my website from Hostpapa’s WP Startup plan to Hostinger’s Business plan. The migration was done by Hostinger support using zip backups of my database and files. Since the migration I get a message in the site admin saying “IP2Location Country Blocker requires the IP2Location BIN database to work. Setup your database now.”

    Every time I try to install the IP2Location Country Blocker plugin’s BIN Database (Local Query version – about 2.5MB on our previous host) I get this error message from the plugin:

    Download IP2Location BIN Database. No permission to write into file system.

    I have tried (per the plugin developer) making sure that the wp-content/uploads/ip2location folder is empty and the folder permissions are set to 755.

    I tried (per Hostinger support) to Fix File Ownership in hPanel to default.

    I tried completely deleting the plugin including all files and folders, and re-installing.

    I also tried using the IP Location Block plugin instead of IP2Location Country Blocker, but the former “couldn’t be activated because it triggered a fatal error.”

    I expected the support people at Hostinger to be able to diagnose or actually fix the problem with IP2Location Country Blocker. Their final offer was that I should post a question here. Nobody over there can figure it out. It worked fine on Hostpapa, on a shared server plan with fewer resources available.
