Import stuck on Database restored prompt

Hi,

In 2022 I backed up a version of a site I built using your plugin.  I'm not trying to import it in but it's stuck on the Database restored - Please do not close this browser window or your import will fail. Prompt. 

I've enabled wp debugging and getting the errors below, which I'm hoping for some assistance for.  I believe it has to do with incompatible PHP versions but even when I downgrade the PHP server it's still throwing similar errors:
