If you want to change your site language to “Brazilian Portuguese”, you can do so from Settings → General → Site Language → From the dropdown menu, select ‘Português do Brasil’ and then save your changes.

The reason that’s happening is because the community translations for Portuguese (both Brazil and Portugal) is sitting at 77% and 78% respectively. This means they won’t automatically be downloaded until they reach 90% completion rate.
Practically speaking, you could always create your own translation for the strings on your site using the steps outlined at https://woocommerce.com/document/woocommerce-localization/
