Try deactivating all plugins. If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, try switching to the Twenty Seventeen theme to rule-out a theme-specific issue (theme functions can interfere like plugins).
Check that your the administrator or not if you have more then 2 admin in your website then it maybe possible they changed your role.
2nd Problem is due to the Some Script that is blocking you or some spam plugin. So deactivate all plugins or change change instead.
