    I just testing it on WP 5.6 and see a JS console error, but am still able to save the HTML and see it on the login page.

    Wordpress ver 5.6

    Seems to lose Custom HTML when change to Custom CSS is made and Save Design Settings

    I am using jQuery Migrate Helper and am having to use legacy version with my theme. This might be the cause.

    Thanks, I will install that and see if I can resolve this edge case issue.
