In the column under “plugins” there should be a drop down to ‘add new” or possibly should appear when you hover over ‘plugins’
When you click on it does it show already available plugins?

WordPress has 2 types: one as a service (WordPress.COM) which does limit you in what you can do but they take care of all the software maintenance for you. Most of those services will not permit you to install your own plugins or themes.
The other is self-hosted WordPress which means you also have to perform all the code maintenance, manage your host, stay up to date etc. It is more work but you can do anything you like on your own self-hosted installation.
This forum here is for self-hosted WordPress.ORG software installations.

You can use ftp account to add plugin to your website in wp-content/plugins folder
Note: upload unzip plugin folder.

No, you really 100% can’t. π
WordPress.COM will not let you use your own plugins and does not permit you to get file level access like that. Please read what I wrote above for an explanation.
i suggest ftp for wordpress.org installation
