In order to add code to the <head> section of your website, we would suggest installing this plugin https://wordpress.org/plugins/insert-headers-and-footers/
After installing and activating the plugin, go to Settings > Insert Headers and Footers. Copy and paste your code into the “Scripts in Header” field.

After pasting the code in the mentioned plugin and saving, the popup is not seen on my blog pages (neither on home page nor on any other posts).
I just want to implement the MailChimp subscriber popup for my blog. Where to paste the code on Elara theme?

The code is being inserted correctly into the head section of the page, but your code is trying to load an external javascript file that is returning a 403 (forbidden) error:

Your best bet here would be to get in touch with the company that provided the popup code to you, they should be able to correct the 403 error for you.
