gateway fee

hi, i have discovered that if i enable a fee for a gateway (e.g. paypal), it would only be calculated on checkout page. If say, an order was marked as pending payment after the checkout page, and the customer wants to complete the payment afterwards by going into their woocommerce account page, the gateway fee wouldn’t be calculated into that order. is there anyway to change this? Thanks!
