You can import users by user role at first for existing users add equivalent user roles and then set up automation when a new user will be added to your system and add corresponding tags.
And definitely, You can send bulk emails by tag.
All can be done with the free version.

One more question…
If we are already using WP SMTP plugin for essential wordpress transactional emails, is it possible to also install Fluent SMTP and just use that for Fluent CRM (sending via a different email)?
if you use FluentSMTP, then you don’t need any other SMTP plugin WP SMTP. FluentSMTP is more feature-rich than any other SMTP plugin in the market and it’s totally free.
By the way, You can use any SMTP plugin and FluentCRM will work just fine.

In your case, Please use only FluentSMTP. At fluentSMTP, You can add multiple connections and then use a specific connection to send emails from FluentCRM.
Use a connection as default which will be used to send all the other emails and in FluentCRM you can choose from email address from your connection.
