Force Read Access

I am setting up a site with different levels. Therefore, I want the lowest level to only be able to submit posts and pages to their group level and not the higher levels.

However, I also want to allow higher levels to be able to submit posts and pages with read access for the lower levels as well.

Any ideas the best way to set this up?
