Subscribe2 is designed to notify an email list of subscribers when new content is published. Individual users can enter an email address that would be suggested by their current mobile / cell phone carrier to create an email to SMS channel. This would not be a selectable option though.
I’m not sure what an IP channel is – IP to me is an IP address of a computer.
Subscribe2 being able to handle entry of mobile phone number and then to identify from that the right country and carrier and create the correct email is very difficult getting toward virtually impossible to code so that it would work worldwide.
I would have thought looking for an SMS notification plugin would be an easier option.

Actually our situation is that:
We want that our users will get information on topics that they are interested in. Hence, the users can select their categories.
The plattform is about to inform about IT problems in our environment – in case of an emergency a post is being created, the authoer activateds “subscribe 2” and the emial is being send to the audience.
Unfortunately people are getting blind to emails due to the huge amount of emails generated day by day.
This is why we would like to use an alternative way of informing the users.
The idea is that the author (not the user) can select if an email is being send or an alternative way of comunication has to be used.
The SMS sending would be relevant in case of real disasters where many people cannot work anymore. In that case an email is not sufficient, here we need a different way of sending information.
One idea is using a SMS.
We will take care that the numbering format is ok.
The main difference between SMS and email is the attention being generated by the receipients.
Another idea would be to “use IP”, here we mean using new chanels like “whatsapp” or -maybe the easiest one- to produce a message on the homescreen of the users that have the wordpress installed.
SMS sounds easier to me^^ but I am not a coder…
With this explanation – is it still an impossible request ?
