Fatal Error caused by Security Cleantalk

I tried to deactivate all plugins the FTP and the MU Plugins folder, but it does not work.

Also, the weird thing is the Security Cleantalk is no longer listed in the wp-content/plugins folder, but it still is causing a fatal error
