This issue is related to the Amazon API. At the end of January the limit for the request throughput was reduced and set depending on the conversions. Since then, some users have experienced this problem.
I will check why this happens when entering the setup data and – if possible – optimize it as soon as possible.
In addition, you can contact Amazon Support and ask them to increase your request limit because the affiliate program interface with ever new restrictions is becoming more and more difficult to use for the average user or new starters.

When entering the setup data, ASA sends exactly one request to the Amazon API. So the message “You are submitting requests too quickly” does not make sense and must be a problem of the API related to the changes made at the end of January.
At least this message should not be permanent. Therefore please try again at another time.

They receive this message randomly, although they reduce and control their requests.
Amazon (as usual) does not comment on this and leaves its users, who want to generate traffic and sales, alone.
I hope the situation will improve soon. I will watch and optimize the plugin if possible. At the moment, I don’t see any approach other than using ASA2, which can do updates on the server side via cronjobs.
