Error in Database

After installing WP to a Windows server that is running PHP v7.2, I am getting the error when I go to my site:

Error Establishing Database Selection

If I go to my site/wp-admin I get the same error along with:

This either means that the username and password information in your wp-config.php file is incorrect or we can’t contact the database server at mysql11.goldrushhostingsolutions.com. This could mean your host’s database server is down.

I know the wp-config.php file is correct. When I go to my CPanel’s PHPMyAdmin function, the database is there but there are no tables in it, thus no user table nor anything else. I’m not sure how to proceed.
