Disable plugins in Admin

Is there any way to disable plugins in the admin, but retain their links in the menus.
If i disable plugin ‘Follow-Up-Emails’ on the ‘Edit Posts’ page then i can no longer see the links to that plugin.
It kinda minimizes the usability in the Admin Section.great plugin for the front-end though

Somedays here in the forum someone had recommended once exactly for this context a plugin. You need to rebuild the admin menu for this task.
