I have tried clearing the cache, deactivating all plugins including caching plugins and changing theme and the issue still occurs.

We’ve tested this issue on the latest version (7.2.8) and were unable to reproduce the problem.
To help us investigate further, could you please share your current Booster settings?
You can export them by going to:
Booster > Dashboard > Export Booster options
This will allow us to review your configuration and identify what might be causing the issue more efficiently.

Hi,
How can I send you the Booster settings file?
I have also just tested again and the issue is still happening with almost all other plugins deactivated and using a different theme.

Please try the following solution:
Go to Booster > Cart & Checkout > Checkout Core Fields, enable this module, and under the Field Options settings, locate Billing Country. Then, change the Required option from “Default” to “Not required”.
Kindly check and let me know if this resolves the issue for you.
