Delivery by Suburb Name not code

Trying to make the delivery option by suburb name, not the postcode. As an example.

Delivery to Magill, Postcode 5072 should be $8
Delivery to Teringie, Same post code should be $10.5

I have over 250 Locations in South Australia alone where there are differential rates based on the location name, not the postal code.

I have looked around the various threads and, despite some people saying they would work, havent managed to get the plugins like table rate shipping to work based on a customer’s address

I would appreciate anyone who has had good experience with a plugin or coding how this can work. Free would be the best way because we are a NGO and registered charity.
