Yes, this is the base functionality of the Ultimate Member plugin. Every member has a profile on the User page. Members can edit their profiles. 

As administrator you should add needed fields to the profile form and then members will be able to fill data to these fields. Go to wp-admin > Ultimate member > Forms > Default Profile Form and add a new “File Upload” field to the Form Builder area. Click the “Update” button to save changes.
