Yes, you can absolutely create a second navigation bar. Just to confirm we’re on the same page: you’d like to display different navigation bars depending on the page’s language. For example, when a page is in the primary language, you’d like to show the primary navigation bar, and when the page is in the secondary language, you’d prefer to display the navigation bar in the secondary language instead.
If that’s correct, we can achieve this by creating a new template, header, navigation specifically for your secondary language pages and placing the translated navigation bar there. I’ve recorded a quick video demonstrating exactly how to do this.
