Counts reset when users add options

On the website, http://www.cityofkeokuk.org, they have a poll that allows visitors to add their own answers. When users add a new answer, the poll results are reset to zero.

I’m wondering if that is supposed to happen, or if there is an option somewhare that allows people to add new answers without resetting the previous votes.
