Changing Administrator Email

I have been trying to change the administrative email for a website since the original one we do not have access to anymore. When I type in a new email address and hit save it says the email change is pending confirmation from a confirmation email. However, an email is not sent with confirmation email. I have tried it with multiple different emails and an email was not sent to any of them. I also checked the spam folders as well.
