Changed to IIS7 and can't activate W3TC

    I was running fine on IIS6 with NETWORK added with write permissions. Now after moving to IIS7 I can’t even activate the plugin. I’ve tried all sorts of permission changes but still get this error.
    chmod 777 /wp-content/db.php
    How can I get this to work on IIS7?
