In general payment declines are generic, the financial institution is able to provide you or your customers with more details about why the transaction did not go through.

As a first step, you can inform your customer to reach out to their bank or card issuer company, so that they can get more information about the transaction result.
If you would like us to investigate further, please share a copy of your site’s System Status Report: You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”. Once you’ve done that, paste it here in your response.
