NextGen Gallery doesn’t come with a feature that’d allow inserting custom links, but you can insert HTML links as description captions as in this example: https://a.supportally.com/i/GC8cFD

I am sorry, NGG doesn’t come with such a setting.
Alternately, you can copy the existing captions view, modify it then upload it to /wp-content/ngg/modules/photocrati-nextgen_basic_thumbnails/templates/
Just make sure that your custom view filename includes *-view.php for NGG to load it.
