It seems that you are reporting 2 issues.
#1 Do you have required rules set in place in your fields manager profile form?
#2 Do you have the user role selected to view profiles in user roles?
Do you see the shortcode corresponding to the profile form in Admin panel => Pages => User?
Yes. Make sure that page is selected in Admin panel -> Ultimate Members => Set Up => User page.

Did you also do the conflict test like she did (the OP)?
#1 Yes – I had some required fields. I removed all of the requirements and I still can’t update the profile. This made me wonder if there was another field issue so I made another form with only the City field and it’s not required. I still can’t edit the City and save the profile when logged in as that user or as admin.
#2 Yes – the Member user role is set to view other member profiles.

i deactivated all plugins and changed the them to twenty sixteen. but i still cant do anything.
i tried to reinstall the plugin, but still the same

If you made a fresh UM reinstall, switched to Twenty Sixteen, deactivated all plugins and still have that empty profile page problem, then you must be in a shared environment that has a problem server side.
Some host providers also provide assistance since most of the time it’s because of their server tools or settings that a plugin like UM fails to work.
Remember, thousands of users running UM can’t be wrong.
Deleting Ultimate Member and then reinstalling and importing the data has corrected both problems I was having. There a couple of display issues that need to be corrected but nothing major.
Since doing this, however, there is a new issue.
1. When I add a search to the member directory only the default fields are available? How do I make the custom fields available again too? I didn’t find anything in the settings.
This is in a testing area so it’s not impacting the live site. Since I will need to do this on the live site as well, I want to be sure the custom fields are available in the search.

Did you export your member directory settings and import it as indicated?

You need to set the live site under maintenance, save all MySql files just in case and also export all settings. It’s not impossible to resolve unknown issues, like you did, just by dropping off the old SQL tables replacing them with the new ones (containing the newly installed UM plugin files), then import back all your settings via Admin -> Tools.
This is the tricky part, so good luck to you.
