Just to clarify, if you go to the plugins page on your WP Admin page, are you getting any errors or just a blank page? To troubleshoot further please try the steps here:
1. Try to clear your browser and WP cache and try again.
2. Login as admin and go directly to this page if it shows a list of plugins: https://www.theebikemotor.com/wp-admin/plugin-install.php
3. Make sure your WP and theme is up-to-date.

Thanks for your reply. yes, i cleared the browser and WP cache. it is still nothing when i click the upload plugin. and i checked i login as administer. the link you sent me have a list of plugin. but what i need is to upload some plugin which is not in the list.
@ashutosh Sharma, i know where the upload form is. but the problem is that when i click the upload plugin, it does not work. it leads to nothing. before i can upload. but after i updates wordpress, i cannot upload plugin anymore. i guess i click something, they would not allow me to upload? is there anyway to fix it?

You need to enable debugging and capture error logs to see if there are any errors when you upload the plugin zip.
