Call to undefined function get_user_locale()

You said that you need WordPress 3.9, but actually it uses the get_user_locale function that was introduced in WordPress 4.7, so I can’t open the BackWPup dashboard on my WordPress 4.6.
Could you please fix either the program or Readme.txt?
