I have taken over a site that was hacked and now has 21,000 users that are all admins as well as me. if I bulk delete all the admin users, will it delete me as well or keep me safe? I noticed while deleting users at 20 at a time, including me, it wouldn’t delete me. Would the plugin delete me as well as the other thousands of admin users? Let me know. Thanks!

If you are trying to delete the users based on the user role, then yes, it will delete all admin users (including you).

One workaround that you can do is to briefly create a different user role with the same capabilities as admin, assign your user name to it and then just delete all the users from admin user role.
