Banned from WordPress.org?

Can a domain get banned from WordPress.org for some reason? Then while trying to access http://api.wordpress.org/plugins/update-check/1.1/ in the /wp-includes/update.php the $raw_response = wp_remote_post( $url, $options ); returns error 'http_request_failed' => 'Resolving timed out after xx milliseconds' and shows a bunch of notices of course. What happened here? All WP sites from this domain get these errors, of course any other domain works as expected. Banned, server or something else? Thanks!
