Background Colour Change

I want to change my websites background colour to a nice sky blue instead of the eye blowing white. I asked Chat for css code which managed to change some of it except for the footer and white line bars across the page. Can anybody tell me how please? I have tried some code from a similar thread here, but nothing happened. The thread was 12 years old though and I thought that was the reason.
