I am sorry to read about your issue. Usually this happens when other site members have restricted access to the plugin settings and activity log. Can you please check with your team if anyone else has done the change?
You can always manually revert this change from the database by deleting the below two options from the wp_options table.
wsal_restrict-plugin-settings
wsal_only-me-user-id
Please make sure you take a backup of the database before doing such changes as a precaution.
