Activate hover animation icon when hovering the column

Hi all,

I have three columns next to each other. Each of them contains an icon, a header and some lines of text. I have set some hover effects to the column to make it pop up as a button when you hover it. I also want to make the icon wobble horizontally. However this only happens when I hover the icon and not when I hover the column. This is understandable because I have set the hover effect for the icon. I would like to trigger this effect when I hover the column. I would think that I need to add custom css to the column to achieve this. What code should I use to activate the horizontal wobble effect of the icon when I hover the column?

Is it also possible to make the entire column clickable and link to another page?
