Did you just upgrade to WP 3.1 or install a new plugin? Have you changed theme to default twentyten theme and see if that corrects bad behavior.
I did not just upgrade, it has been a while nor did I install a new plug in. I did try to change themes to see if it would correct it, but it did not.
Ok, I looked at my pages and there is a comments section up through IntenseDebate plugin. But when I deactivated it, I still didn’t get an option. But at least I have comment ability.
And in your Settings > Discussion, Allow Comments is enabled?
Yes it is all enabled in there.
have you checked ‘screen options’ near the top right of the ‘edit post’ and ‘edit page’ pages?
I had this problem but up on the top right I had to click Screen Options and click Discussion as it was not ticked.

When creating a new post or page, there aren’t any options to allow or disallow commenting, ping backs, etc. No idea what I did to make it go.
Under the discussion tab I have all 3 boxes checked at the top
Attempt to notify any blogs linked to from the article.
Allow link notifications from other blogs (pingbacks and trackbacks.)
Allow people to post comments on new articles
I re-upgraded and deactivated plug ins and all to no avail.
Suggestions?
