William was born in Wolverhampton in 1896, the son of Samuel and Nellie Winmill. In 1901 they were living at 95 Salop Street in Bilston, along with William’s siblings Sidney, Marion, Maud Amelia, Nellie and William James. By 1911 they were living at 20 Steadmans Avenue in Shropshire Street, BIlston , and the 14-year-old William (now known as Frank) was assisting in a mill.
William enlisted with the South Staffordshire Regiment initially (service number 5125) and transferred to the 9th Battalion of the Leicestershire Regiment (number 40825). On 5th May 1917 he received a gun shot wound to the side of his face, severely damaging his mouth and nose. Unfortunately he died of his injuries in Cambridge Hospital in Aldershot on 7th July 1917. He is buried in Birmingham (Lodge Hill) Cemetery.
