Limiting the area to be processed into a specific target region in an image would increase the accuracy and efficiency of processing algorithms. In this paper we are presenting a algorithm for estimating breast segmentation using manual thresholding and extracting the region based on area and Centroid and also briefing about different methods such as Fast marching, watershed algorithm, tracking etc. We have evaluated the performance of the algorithm by using 100 mammogram images taken from mini-MIAS database. The results obtained from the experimental evaluation indicate that this algorithm explains 98.6% of the ground truth breast region and accuracy of the segmentation is 90.1%

Special education is a broad term used to by the law to describe specially designed instruction that meets the unique needs of a child who has a disability. Special education is in place to provide additional services, support, programs, specialized placements or environments to ensure that all students' educational needs are provided for.
North Eastern India has nine percent of India's geographical area and contributes three percent t... more North Eastern India has nine percent of India's geographical area and contributes three percent to the country's gross domestic product (GDP). In relative terms, it is one of India's economically laggard regions. However, given its natural resources base and strategic location, NER has the potential to become India's " powerhouse " in terms of trade and investment. The region is best known for its cultural heritage, ethnic beauty and rich natural resources. The region has rich bio diversity, oil and natural gas, coal, limestone, hydro potential and forest wealth. Given the peculiar geo-political location, the region can develop cross-border markets, which are likely to be more cost effective for North East India's surplus production than the distant national markets. The region is famous for its exotic flora and fauna. It is ideally situated to produce spices, fruit & vegetables, flowers and herbs. Therefore, the North East India can emerge as an exporter of orchids, flowers, apple, orange, pineapples, spices, herbs, etc. to the South East Asian Region. From the geo-political angle, the NER is located in a strategic location as it is bounded by several foreign countries. Naturally it has got both advantages and disadvantages due to its location. So far advantages are concerned it is connected with the SouthEast Asian countries mainly China, Myanmar, Bhutan, Bangladesh, Malaysia, Thailand, Philippines, Cambodia and Indonesia etc where almost half of the world's population live. Border trade has special significance for the economies of the NorthEastern States, which have a large segment of international border on their boundaries. Of the border trade conducted through the international border of these states, it has been mentioned in the report of the Inter-Ministerial Task force that the trade with Bangladesh and Myanmar is especially important for a variety of reasons. Apart from the fact that these two nations account for the major portion of the border trade with the North Eastern States, India has to forge special trade relationship with both Myanmar and Bangladesh in view of the Inter-Country trade issues. The paper intends to find out the prospects of trade with Myanmar for N.E. states of India, examining its constraints and challenges and analyze the initiatives of Myanmar and India for border trade in view of Look East Policy.

Ultrasonography (US) has the advantage of being a non-invasive, painless, rapid and radiation free method. It is also capable of revealing considerable amount of details on soft tissues and differentiates various periapical pathologies like cysts, granulomas, abscesses and surgical scars with their size and dimensions in the anteroposterior, superoinferior, and mesiodistal planes. Evaluation of imaging techniques is important to ensure optimal monitoring of the outcomes of surgical and conventional endodontic treatment and to diagnose periapical lesions accurately. The present literature review focuses on the principles and rationale behind the usage of US in the field of Endodontics.

This paper first presents an architecture and a vision for the WOBAN and articulates why the combination of wireless and optical presents a compelling solution that optimizes the best of both worlds. We recapitulate the design techniques dedicated to build " green " hybrid access network for a high throughput and low energy consumption. We devise novel energy saving techniques on a access network paradigm, called wireless optical broadband access network (WOBAN). The hybrid WOBAN is a promising architecture for future access networks. Recently the wireless part of WOBAN has been gaining increasing attention, and early versions are deployed because of low energy efficiency and lack of service quality. This architecture saves on network deployment cost because the fiber need not to penetrate each end-user, and it extends the reach of optical access solutions. To develop a green WOBAN, it is important to focus on reducing its power consumption, and in this work, we present an efficient resource management technique for WOBAN that reduces the power consumption of the optical line terminal (OLT) and optical network unit (ONU) by introducing sleep modes for the OLT and ONU, based on the service class and traffic load. We can conclude that there are large scopes of energy saving if we incorporate energy saving design and routing in access networks.

It has been designed to collect the data of employees, using random sampling method from the HDFC Retail banking branches. This research paper aims to understand the association between EI and JS. This study is based on descriptive and exploratory research. The bank should undertake emotional intelligence audit at all levels in the organisation to identify EI among the employees. Wide band width signal transmission with low delay is a key requirement in present day applications. Optical fibers provide enormous and unsurpassed transmission bandwidth with negligible latency, and are now the transmission medium of choice for long distance and high data rate transmission in telecommunication networks. This paper focused on the creation of invisibility with the help of technologies like Optical camouflage; Image based rendering and Retro reflective projection. The object that needs to be made transparent or invisible is painted or covered with retro reflective material. There are some beneficial applications for this simple but astonishing technology. The different methods of optical camouflage provide invisibility in the visible site of spectrum. One of the most promising applications of this technology, however, has less to do with making objects invisible and more about making them visible.

However, the integration of modern electronic devices for information processing and sensing is rapidly approaching its fundamental speed and bandwidth limitations, which is an increasingly serious problems. One of the most promising solutions is believed to be in replacing electronic signals (as information carriers) by light. So a new emerging technology called 'plasmonics.' developed. Due to its frequency being approximately equal to that of light and ability to interface with similar-size electronic components, plasmonics can act as a bridge between photonics and electronics for communication. It exploits the unique optical properties of metallic nanostructures to enable routing and manipulation of light at the nano scale. A tremendous synergy can be attained by integrating plasmonic, electronic, and conventional dielectric photonic devices on the same chip and taking advantage of the strengths of each technology.

Probable Maximum Precipitation (PMP) is generally used to arrive at estimates for Probable Maximu... more Probable Maximum Precipitation (PMP) is generally used to arrive at estimates for Probable Maximum Flood (PMF) for planning, design and risk assessment of high hazard hydrological structures. PMP represents the greatest depth of precipitation for a given duration which is physically possible over a given size storm area at a particular geographical location and at a particular time of year. Number of methods such as statistical, empirical and dynamic is generally used for estimation of PMP for non-orographic or plain area regions. In this paper, statistical method is used for estimation of PMP. Extreme Value Type-1 distribution (EV1) is adopted to estimate the extreme rainfall and the results are compared with the 1-day PMP obtained from Hershfield method. Anderson-Darling test is applied for checking the adequacy of fitting of EV1 distribution to the series of annual 1-day maximum rainfall data. Wald-Wolfowitz run test and Mann-Whitney Wilcoxon U-test is performed on the rainfall data to check the randomness and homogeneity of the data series. Grubbs test is applied to identify the outliers in the data series. The study suggests the estimated 1-day PMP viz., 25.7 cm for Devarapalle and 46.3 cm for Visakhapatnam could be used to arrive at PMF estimates for design purposes.

The importance of store environment helps in enhancing the shopping experience of buyers which has long been appreciated. Retail stores that offers pleasing and attractive physical environment are eye catching and are more appealing. The excessive buyer footfall will create a competitive environment among other stores and most likely entice more buyers. Consumer behavior is the study that allows focusing on how people buy, what they buy, when and why they buy. It studies the distinct characteristics of individual buyers such as demographics, psychographics and behavioral variables, in an effort to understand buyer wants and needs. Two distinguished apparel stores Fabindia and Anokhi were chosen for the research. Random sampling technique was used for data collection and data was collected personally visiting the stores and contacting the buyers. The findings reveal the factors that play a greater role in influencing the purchasing behavior of buyers in retail stores. Therefore there was a rising need to evaluate the major drivers of purchasing behavior in Indian context.

performance in Port Harcourt Seaports Complex, Port
Harcourt, Rivers State, Nigeria. The study made use of 291
copies of structured questionnaire administered to the staff of
the Nigeria Ports Authority (NPA), BUA Ports and Terminals
Ltd, Port Harcourt and terminal operators/stevedores and
Dock workers in Port Harcourt Port Complex using a simple
random sampling technique. Descriptive statistics in form of
frequency and percentages were used to analyze the data.
Multiple regression analysis was used to determine the
relationship between port security and port performance.
Statistical Package of Social Sciences (SPSS) version 20.0 was
used for the data analysis. Findings revealed that among the
security facilities, fire alarm system, gun boat, wall mounted
motion sensor biometric time attendance and security alarms
were adequately available while security gadgets like spy
camera face cap, portable hand held security, belt buckle spy
camera, biro button, and wristwatch camera were adequately
available at the Port Harcourt Seaport Complex. Types of port
insecurity included burglary and armed robbery (27.0%)
smuggling activities (28.0%), sea piracy (8.0%) and touting
(93%). Cargo throughput was highest 2011 (12.1%) and least in
2015 (4.6%) while the ship turnaround time for Port Harcourt
Seaport was highest in 2011 (12.46 days) and the least was
recorded in 2009 (8.03 days). Cargo throughput, ship
turnaround time, berth occupancy rate and tonnage per ship
jointly contributed 32.4% to port security in Port Harcourt
Port Complex; though no significant influence of port security
on port performance (t=0.757; p=0.483). The study therefore
recommended among others that the international ship and
port facility security code (ISPS) should be adequately
implemented more both at the terminals and jetties.
