In the social contract that ensued between organised society and the state, man voluntarily surre... more In the social contract that ensued between organised society and the state, man voluntarily surrendered all of his powers to one entity whose end of the contract demanded he protects and preserve their lives and property (Hobbes, 1651). The actions and inactions of this entity called state or government is what we refer to as public policy, "whatever governments choose to do or not do" (Dye, 1992: 2).
This paper sets out to discuss how governments in the execution of public policy sometimes fail in the delivery of their end of the bargain. It explores policy failure as occurring due to systemic errors within the policy making process. Dwelling on the literature of some scholars, it explains policy failure as occurring at the implementation stage of the policy making process (Wildavsky and Pressman, 1973)
This paper starts off by ‘setting the scene’ for the emergence of the public sphere theorised b... more This paper starts off by ‘setting the scene’ for the emergence of the public sphere theorised by Jürgen Habermas and how it evolved. It sets out to understand the importance of parliamentary debates for democratic societies by engaging with two theories; classical (representative) parliamentarism and “deliberative democracy” (Habermas, 1992). Using South Africa’s fifth parliament as a case study, it continues to evaluate parliamentary debate under the new parliament by using Habermas’ theory of communicative rationality together with his idea of “explicative discourse” on issues of “consensus building” in public debate (Habermas, 1987).
