The May 9th issue was the main question on the Lithuanian foreign policy agenda in the first half... more The May 9th issue was the main question on the Lithuanian foreign policy agenda in the first half-year 2005. The question was a trivial one: should the President of Lithuania Valdas Adamkus attend the celebration of the 60th anniversary of the victory over Nazi Germany in Moscow. However the question became a source of public discussions among politicians, businessmen, historians and political commentators. One point was common – the issue was very delicate and needed unusual measures to find the right solution. The President agreed that he should be aware of the painful historic experience of Lithuanian nation and take the issue to the public discussions before the final decision is made. Therefore the task of this research is to look at the May 9th issue from different theoretical perspectives: from constructivistic approach (Ole Węver’s theory of securitization) and from positivistic approach to security issues. This chapter analyzes negative cooperation in cyberspace among three potential adversaries: the U... more This chapter analyzes negative cooperation in cyberspace among three potential adversaries: the United States, China and Russia. The chapter is based on the theoretical perspective of defensive realism and Charles Glaser's reassembly of realist arguments into a new comprehensive theory of conflict and cooperation that introduces three security strategy variables: the motives of a state, its material capabilities and the information a state has about the capacities and intentions of other actors. The authors claim that cooperation between potential adversaries in cyberspace is both possible and desirable given the increasing risk that cyber conflicts could destabilize the existing world order should a security dilemma in cyberspace inadvertently lead to a crisis. The conditions that could contribute to negative cooperation between the United States, China and Russia in cyberspace are identified and analyzed in this chapter.

ABSTRACT This article looks at the main changes in Lithuania’s foreign policy between 2009 and 20... more ABSTRACT This article looks at the main changes in Lithuania’s foreign policy between 2009 and 2019, and tries to evaluate the major shifts caused by Grybauskaitė’s decisions and choices to concentrate on specific positions or priorities. Gustavsson’s model of different stages of foreign policy changes serves as the theoretical basis for evaluating the selected cases. The study is based on interviews carried out in 2017–19 with Grybauskaitė and all her foreign policy advisors. By investigating selected cases from the agent perspective, this study can help elucidate why some of their decisions deviated from traditional Lithuanian foreign policy.

This article analyzes the impact of external factors on Russia’s foreign policy. Specifically, it... more This article analyzes the impact of external factors on Russia’s foreign policy. Specifically, it identifies patterns in Russia’s foreign policy reactions to two kinds of developments: changes in US foreign policy, and fluctuating global oil prices affecting Russia’s economy. Our hypothesis is that US foreign policy, as it is perceived by Putin’s regime, is the key determinant of the Kremlin’s reactions, while the changes in economic trends, affected by oil price, influence the regime’s preference to choose more confrontational or more defensive ways of action. As the analysis shows, different versions of national identity narratives can be constructed within Putin’s regime: it acts as a closed political system that can produce different foreign policy reactions and even ideological narratives without major changes in the governing elite.
