The Mapping Digital Media project examines the global opportunities and risks created by the tran... more The Mapping Digital Media project examines the global opportunities and risks created by the transition from traditional to digital media. Covering 60 countries, the project examines how these changes affect the core democratic service that any media system should provide: news about political, economic, and social affairs. The explosion of digital media and their impact on journalism and democracy in Lithuania coincided with the country's second decade of independence and with the economic crisis of 2009-2010. With the rapid growth of internet penetration, websites dedicated to news appeared and traditional media went online. The near-doubling of internet subscriptions from 34.3 percent of the population in 2005 to 60.5 percent in 2010 was accompanied by dynamic growth in ownership of PCs, laptops, mobile phones, and later smart phones. Internet portals in the Baltic States: legal issues

The most recent and controversial legal cases are discussed, whe-reas later general legal regulation is overviewed. The result of this article is identification of the most important issues for internet portals in the legal arena. At the same time legal analysis compares the outcomes to the general human rights principle of freedom of expression and its application in internet*. According to the latest “Nielsen//NetRatings”, ITU and “C-I-A ” data, internet penetration has reached 48,9 % in the European Union1. At the same time local Lithuanian portion using the internet has reached 28,2%. Active development of new media must be responded with clear and timely changes in legal regulati... more Active development of new media must be responded with clear and timely changes in legal regulation. The concept of information society media was introduced for the first time in 2006, when a new edition of the Law on provision of information to the public was adopted. The article reviews earlier legislation, systematically analyses Lithuanian legal regulation, and identifies practical problems. The article provides a structural analysis of information society media, which is based on its legal status, identifies weaknesses of the legal regulation and conceptual issues. Conclusions are made that different legal acts are not harmonised, there are conditions for collisions between legal norms, uniform explanation, and implementation of the legal norms is very difficult.
