The study proves that labor intellectualization can be considered not only as an objectively occurring in society process of changing the content of labor in favor of intellectual activity and increasing the share of intellectually intensive operations, but also as a certain form of control action, as a model of economic transformation that ensures economic growth. The use of digital solutions and information and communication technologies (ICT), training and retraining of personnel, research and development (R&D) were theoretically justified as factors of influence on labor productivity related to its intellectualization. As a result of econometric modeling, the significant impact of digital solutions and ICT, as well as training and retraining of personnel on labor productivity in Russian regions was confirmed. R&D factor was excluded from the final model due to the low level of influence. Based on the modeling results, the rating of Russian regions by the level of expenditures on the labor intellectualization was compiled.

The study shows that investments in fixed assets of the education sector, investments in the creation of new information technologies, investments in the field of research and development (R&D) directly related to human intellectual activity can be considered as the main areas of investment that form the intellectual capital of the region, and also as resource factors of economic growth in addition to the basic factor-the dynamics of the capital-labor ratio. Econometric models of the influence of private and budget investments in fixed assets (including federal and regional), investments in ICT, education and R&D on labor productivity, built using the production function and panel regression, are based on data for 85 constituent entities of the Russian Federation for 2017-2019 years, presented on the websites of the Federal State Statistics Service and the Unified Interdepartmental Information and Statistical System (EMISS) of the Russian Federation. The results of modeling showed the significant impact of budget investments in ICT, as well as training and retraining of personnel on labor productivity in Russian regions.

This paper examines the world foreign direct investment (FDI) market and the state of the Russian FDI market. The changes in the Russian FDI market, which occurred as a result of the developed world crisis, are revealed, including those related to the accelerated digitalization of the economy. Based on the specifics of process phenomena in the economy, the value of FDI increases several times, since they allow the long-term investment of foreign capital in the national production of goods and services. In 2019, many investors were guided by conservative forecasts and planned to take this direction of doing business as a basis at the beginning of the period, and low interest rates in developed countries made it possible to draw the attention of global investors to assets in emerging markets. But the changes associated with the coronavirus pandemic have made adjustments throughout the financial world space. The direction of FDI in Russia is no exception. Many countries have managed to change the direction of the vector from the negative to positive and started expanding electronic platforms, online space, transferring standard financial products and services from offline to online.

The regression analysis confirmed hypotheses that higher level of labor migration from the region leads to a decrease in labor productivity in the region. Practical Implications: Based on the empirically derived relationships, authors created a set of tools for managing migration processes, ensuring their improvement, which can be used for the development of program documents at the regional and interregional levels. Originality/Value: The main contribution of this study is the combination of deep statistical analysis and migration factors' analysis to provide valuable conclusions in interregional labor migrations.
