
Carlos Roberto Ruano
Dr. Carlos R. Ruano is a Policy and Information Management specialist. Currently, he is Senior Advisor at the Office of Cabinet Affairs with the Canadian Government. Previously, , he served as Legislative Affairs and Policy Lead at Transport Canada. He also served as Information Management, Digital Renewal and Policy Specialist with the Canadian Border Services Agency. On his international expertise, Carlos has an extensive program management and policy portfolio within the UN System, most recently as Policy and Programs Advisor on Learning Outcomes and Nutrition Interventions in Schools at the World Food Program. In addition, he served as Program Specialist with ILO, The Conference Board of Canada, UNESCO, the World Bank Group and Global Affairs Canada. During his academic work as Visiting Professor, with universities in the U.S., the Netherlands, Mexico and Colombia he supervised and mentored Graduate students. The author of over 60 publications in English, French and Spanish, Dr. Ruano is a well-known advocate of right-fit Policy responses to meet Quality of Education Standards challenges worldwide. In his spare time, Carlos enjoys Tennis, cycling, hiking and Maya Epigraphy.

Part of my implicit and explicit tasks in most positions I had has been Partnership Development and Collaboration. This is what I learned about how to make them work.
A partnership is essentially an emotional and logistical navigation exercise in which crew members (Partners) need to be prepared to be patient, determined and flexible enough to chart a common course towards what is essentially a moving target.
