of the Congress of Chile of July 12, 1826,
as part of early Chilean parliamentary law.
The article argues that this normative text
is the Rules of Procedure of the Federal
Congress and that its immediate source is
the Internal Regulations of the Congress of
Chile of 1823; it also argues that the content
of the regulations analyzed suggests both
continuity and innovation with respect to
previous regulations, especially with respect
to the recognition of the parliamentary majority,
without prejudice to having influenced
later parliamentary procedures until
1831. The article provides documentary
evidence to support these claims.

El estudio de la organización del personal parlamentario bajo la Constitución Política de 1925 su... more El estudio de la organización del personal parlamentario bajo la Constitución Política de 1925 sugiere continuidad y cambio institucional hasta 1973. El modelo organizacional de escribientes y oficinistas legislativos, surgido en el siglo XIX, fue mantenido en sus líneas básicas y puesto al día mediante modificaciones normativas que expandieron y crearon estructuras legislativas, para precisar las labores de dicho personal, facilitar la promoción de funcionarios y enfrentar algunos desafíos contemporáneos de la labor parlamentaria. Estas modificaciones produjeron un aumento significativo del número de funcionarios autorizado por las leyes de presupuesto hacia 1973 y respondieron a factores predominantemente internos, vinculados al trabajo parlamentario, siendo llevadas a cabo mediante normas legales y acuerdos y reglamentos parlamentarios. aBstract Studying the organization of the congressional staff under the Political Constitution of 1925 suggests both institutional continuity and institutional change until 1973. Although the organizational model of legislative clerks and white-collar officers that emerged in the nineteenth century remained firmly in place, it was frequently updated through normative reforms that both expanded and created legislative structures to specify clearly the tasks of the congressional staff, to speed up the promotion of staffers, and to face some contemporary challenges to the parliamentary work. These reforms drove to an increase in the number of staffers authorized by budget laws at around 1973, while internal factors that dealt with the congressional work presided over their enactment being implemented through congressional resolutions, standing orders, and statutes. palaBras clave

This article revises the theory of legislative institutionalization, which emerged in political s... more This article revises the theory of legislative institutionalization, which emerged in political science to analyze historical trends in the U.S. Congress. It singles out Polsby's "The Institutionalization of the U.S. House" as the starting point of this theory and maintains that this theory takes aim at understanding the historical development of legislatures, besides highlighting issues of governance, authority building, and differentiation from the environment. After reviewing the observations and criticisms raised by the theory, this article provides an analytical framework to study the institutionalization of national, democratic legislatures, based upon a traditional process-oriented concept of legislative institutionalization. This framework draws from theoretical contributions made by institutional sociologists and both presidential and legislative researchers, all of which are brought together to understand the process that presides over the institutionalization of a legislature. Finally, this article suggests the existence of a link among the dimensions of the institutionalization process, the institutional design of a legislature, and the exchanges between the legislature and the environment.

Este es un estudio histórico-institucional acerca del sistema de comisiones parlamentarias del Co... more Este es un estudio histórico-institucional acerca del sistema de comisiones parlamentarias del Congreso chileno desde 1834 a 1924. Usando una perspectiva longitudinal para centrarse en los orígenes, funciones, procesos y autoridad de dichas comisiones, este artículo muestra que el Congreso chileno desarrolló un sistema de comisiones tempranamente, a partir de experiencias previas y de experimentación. En este sistema las comisiones redactaban leyes, se encargaban de asuntos internos y fiscalizaban la burocracia con resultados variados. Los líderes del Congreso tenían a su cargo la conformación de la comisiones, para lo cual se apoyaban en la mayoría parlamentaria y la persuasión. A pesar del impacto del diseño institucional sobre el desempeño de las comisiones, la evidencia muestra que estas se desempeñaron como agencias especializadas y autoritativas aun antes del surgimiento de los partidos políticos modernos, a fines de la década de 1850.

This article analyzes the historical development of Chilean congressional leadership offices , wh... more This article analyzes the historical development of Chilean congressional leadership offices , while testing a proposition of the theory of legislative institutionalization that says that legislatures gradually move toward greater boundedness over time. The indicator of boundedness is the length of the apprenticeship of congressional leaders. Lateral entry, short office tenure, and returning leaders became distinctive features in the case at hand. Institutional design and exchanges between the legislature and the environment determine legislative institutionalization, so a legislature institutionalizes by acquiring stability, permanence, distinctiveness, and sustainability in a polity.
