Globalization, pervasiveness of information and communication technologies, and the build-up of k... more Globalization, pervasiveness of information and communication technologies, and the build-up of knowledge society and related policies have led to growth and redistribution of knowledge and highly trained labour supply. The foundation of competitiveness is now more dependent on valuable knowledge resources that are distributed widely across the globe, across actors in the value chains and across highly-skilled individuals in multiple organizations. Against this backdrop, the paradigm of open innovation (OI) has emerged as a new response to manage the increased amount of boundary-spanning knowledge flows in and out of the innovation process. It is essentially a framework for the comprehensive structuring and management of cross-boundary knowledge flows with the aim of improving innovation performance of organizations involved. Tampereen yliopiston Työelämän tutkimuskeskuksessa ja Tieteen, teknologian ja innovaatiotutkimuks... more Tampereen yliopiston Työelämän tutkimuskeskuksessa ja Tieteen, teknologian ja innovaatiotutkimuksen ryhmässä (TaSTI) aloitettiin vuonna 2005 tutkimuskokonaisuus "Ammattikorkeakoulu ja uudet osaamisalat: Ammattikorkeakoulujen ja uusien kasvualojen kehittäjäyhteisöjen ja kompetenssien kohtaaminen". Kokonaisuudessa tarkastellaan sitä, miten ammattikorkeakoulut voivat toiminnallaan tukea uusien osaamisalojen kehittymistä ja osaamiskeskittymien syntyä sekä vahvistaa omaa osaamistaan näillä aloilla. Tutkimuskokonaisuuden toinen vaihe (1.1.-31.12.2006) on teemaltaan "Ammattikorkeakoulut osana uusien osaamisalojen kehittäjäyhteisöjä". Tutkimushanketta Työelämän tutkimuskeskuksen ja TaSTIn osalta olivat toteuttamassa projektipäällikkö Liisa Marttila, tutkija Nina Suvinen, tutkimusassistentti Mikael Andolin ja erikoistutkija Mika Kautonen. Lisäksi tutkija Anu Lyytinen Tampereen yliopiston Korkeakoulututkimuksen ryhmästä (HEG) oli mukana tutkimusprojektissa.

Along with more traditional facilitating policy model, we propose conceptually platform-based policy models with four subcategories that can be considered as appropriate in relation to innovation policies that intend to deal with an increasing rate of border-crossing innovation activities. Building on the views of system and governance failure, we also argue that a community-oriented approach might provide more systemic and hence more efficient and self-sustaining linkages between regional innovation systems that are located in different countries. We will introduce some recent policy measures from the Nordic countries, especially from Finland but also from Denmark, in order to link the conceptual discussion to real-life policies. Our aim in this paper has been to analyse a triangle of a region, innovation networks and their i... more Our aim in this paper has been to analyse a triangle of a region, innovation networks and their interaction in order to characterise a relevance and role of regional innovation systems. Empirically, the study is based on two Finnish regions where a survey of 366 firms was conducted, comprising of manufacturing and knowledge-intensive business service firms. These neighbouring case regions were further divided into their core sub-regions and surrounding peripheral sub-regions to see whether proximity bring in some locational advantages or disadvantages related to interaction in innovation processes. The paper investigates briefly the results related to the technological trajectories and innovation processes of the regional industries. It also deals with the nature of the innovation networks of the firms and with the spatial aspects of these networks.

This paper aims empirically at analysing different types of innovation networks and their spatial... more This paper aims empirically at analysing different types of innovation networks and their spatial dimensions in terms of the regional innovation system. These topics are analysed from the point of view of technological trajectories as proposed by Pavitt, among others, with some modification re- lated to the role of services. The study is based on a data gathered from two industrial regions in Finland where a survey of 366 firms was conducted, comprising of manufacturing and knowledge- intensive business service firms. The underlying assumption is that as innovation systems are concerned, it is a type of crucial knowledge and technology which to a great extent determine patterns of innovative search and re- lated networks within different groups of firms. Further, the spatial patterns of firms' innovation networks are formed according to loci of different resources in space and firms' access to these re- sources and capability to exploit them. The increased need of clients to monitor and understand the international developments in their respective fields of business often calls for access to global business intelligence, in which KIBS can act as pipelines. The main purpose of this article is to study and discuss the role that KIBS play in their clients&#39; innovation activities and, particularly, whether and how KIBS channel knowledge from the international to national and regional levels. Empirically, the focus particularly lies on two Finnish KIBS subsectors: advertising and marketing services and business and management consultancy, including some of the largest firms of these industries.

The in-built problems in regional innovation policy that emerge because this policy is essentially a synthesis of different policies with different rationales are contemplated. Empirically, this article outlines the main phases of evolution and drivers of development in the Finnish regional innovation policy. It also discusses the recent developments from the perspective of regional (and national) competitiveness and cohesion nexus. These empirical outlines are then used to feed the views back into the discussion on a more theoretical level.

Loss of competitive edge in a major Finnish furniture industry agglomeration was observed in connection with the downward trends on the domestic market. This, combined with severe recession, was reflected in bankruptcies and job loss. Many advantages of the agglomeration were not utilized, partly because of distant or arm&#39;s‐length relations between different actors in the local milieu. During the recession, the value of the closer relationships was discovered, whereas the processes to unlearn some old institutions have only just begun. These processes of innovative network development, as well as problems and prospects connected to them, are analyzed in this article.

Policies to promote new knowledge-intensive industrial agglomerations

ABSTRACT This paper explores the role of policymakers in encouraging endogenous growth in regions... more ABSTRACT This paper explores the role of policymakers in encouraging endogenous growth in regions. Policymakers in many regions have sought to create the local conditions and the knowledge base that will allow a dynamic and innovative cohort of new knowledge-intensive entrepreneurial firms to emerge. We review existing models of agglomeration to identify the critical antecedents and dynamic processes that lead to agglomeration formation. The policy interventions and instruments that impact on these antecedents and processes are then outlined. We describe the evolution of two new knowledge-based agglomerations, Dublin in Ireland and Tampere in Finland, emphasizing the role of policy interventions in the process of agglomeration formation. We show how policy interventions play an important role in stimulating the development of new agglomerations. However, because the process of agglomeration formation is dependent on local resources and processes, efforts to directly transpose a development model from an established district are likely to be ineffective.
