Despite the issue of insufficient affordable housing, the contradicting issue on abandoned and unoccupied quarters for education teachers and staff (KIP) in Penang, Malaysia rising a question mark. The unoccupied quarters become abandoned and neglected that lead to poor condition such as dirty compound, building decay and wasteful of facilities. Such derelict properties become breeding grounds for crime and squalor require a holistic strategies to abate and rehabilitate these neighbourhood eyesores. Revitalization is so important to reduce the burden of maintenance and private services cost in abandoned KIP and restrore the image of Ministry of Education. The revitalizing option thus includes rehabilitation, adaptive reuse, restructuring management and policy, exercising role of local authority, demolition and land bank.

Malaysia as a developing country has a role to provide suitable and affordable housing for the society and it became one of the important national agenda. The Malaysian Government has introduced various housing policies and programs to achieve the agenda of providing suitable and affordable housing for the society. Policies relating to housing development are outlined in the five-year Malaysia Plans and the longer-term Outline Perspective Plans (1991-2000). It also has enacted the National Housing Policy in 2011.
