
Angel Badillo
Angel Badillo Matos is Senior Lecturer of the Department of Sociology and Communication, Social Sciences School at the University of Salamanca (Spain), Senior Researcher at the Real Instituto Elcano (Spain) and member of FLACSO Spain. From 2013 he is President of the ULEPICC (Latinamerican Union of Political Economy of Information, Communication and Culture).
He was formerly professor at Syracuse University (1999-2005) and the Pontificia University of Salamanca (1996 -2001). Between 2007 and 2010, he was Academic Secretary of the Iberoamerican Institute of the University of Salamanca, where he created the Communications section of the MA/PhD program in Latin American Studies.
He was co-Director of the MBA on Cultural Companies and Institutions of the Prisa Group and the University of Salamanca between 2006 and 2010, and the MA Program in Information Services and Community Development in Iberoamerica (with Teodoro Andres, since 2011).
He is founder of the Latin Union of Political Economy of Information, Communication and Culture (ULEPICC), where he took different responsibilities. He is also evaluator of the National Agency of Evaluation and Prospective (ANEP) of the Spanish Secretary of Education and created the official group of research on cultural and communication industries (GRIC) of the University of Salamanca since 2010.
His main research lines are focused on the study of public policies and economy of cultural and communication industries. His PhD dissertation –defended at the Autonomous University of Barcelona– and his main works since 2000 follow this specific research line, among them: “De la democracia mediática a la democracia electrónica (2001), “Audiencias y medios de comunicación” (2001), “La televisión local en el siglo XXI” (2004), “Políticas públicas y la transición del audiovisual digital en España: el caso de la radio” (2005), “Políticas públicas del audiovisual y la desregulación de la televisión local por ondas en España” (2005), “Modelos de clivaje público/privado en la televisión subnacional en España” (2011), “La transición a la televisión digital terrestre en Iberoamérica: diagnóstico y prospectiva” (2011) and “Estándares tecnológicos, batallas económicas y la transición digital del audiovisual terrestre en Iberoamérica” (2011).
He has conducted consultancy works for national and internacional companies on communication and has taught a number of diverse postgraduate seminars as Visiting Professor in the United States, Belgium, France, Portugal, Canada, Mexico, Peru or Argentina.

Abstract: This paper examines, from the perspective of the Political Economy of Communication, the study of deregulation and its consequences on the FM radio system of the region of Castille and Leon (Spain). The detailed study of the public/private cleavage in the regional broadcasting system shows a strong tendency to concentration and a particular orientation towards the political affinity of licensees that has modified the landscape benefiting two local companies: Promecal and Edigrup.

Se focaliza en el estudio de países cuyos gobiernos se han proclamado a sí mismos como de izquierda o progresistas, en un intento por encontrar tendencias comunes en los procesos de implementación de sus políticas públicas.

This paper points to identify the emergence of communication policies as a relevant item on the public agenda of Latin America. We focus on those countries whose governments have proclaimed themselves to be leftist or progressive, in an attempt to map common trends, objectives and implementations of public communication policies.
