Such characterization will help scholars and policymakers to understand the strengths of the Chilean poverty reduction process as well as the main challenges it faces from now to the future.

Applying the documental historical and hermeneutical methods as well as the policy process perspe... more Applying the documental historical and hermeneutical methods as well as the policy process perspective, this article analyzes why and how the government machinery change. The analysis focuses on the modernization of public management and State reform, which occurred in Chile in the 1920s. It concludes that when dealing with changes in government organization and/or structure, management and organizational studies converge with analysis of policy change, particularly with the policy formulation process. Information on the issue comes from presidential addresses, bills sent to Congress, parliamentary discussions, press clippings, publications of interest groups and academic literature.

This article addresses the question of whether politicians are willing to overcome patronage by c... more This article addresses the question of whether politicians are willing to overcome patronage by creating a merit-based recruitment and selection system of the senior civil servants with the purpose of making public administration more effective. To answer the question the paper analyses the Chilean administrative reform of 2003. It concludes that the reform created a hybrid system of appointment of top civil servants: one with elements of meritocracy but restricted to the members of the political coalition in power. Information came from 67 interviews to key actors, official documents, academic literature and the press.

The paper analyses the policy-making process of the Public Management Modernization, Health Care ... more The paper analyses the policy-making process of the Public Management Modernization, Health Care Reform, Urban Transport System of Santiago, and Public Transparency. The period analyzed goes from 1990 to 2013. Evidence has been collected from 205 interviews, official documents, 3,905 press clipping and academic literature. Grounded theory has been employed to analyze interviews. The analysis shows a tacit alliance between power and expert knowledge, in which the president appoints a group of technopols/technocrats who manage to get proposals approved and implemented. It also shows that president motivation seems to be a key factor for an idea to be included in government agenda. The paper concludes that the Chilean policy-making process is rather elitist and that its characteristics are coincident with the “inside access model of agenda building” described by Cobb, Ross and Ross (1976).

The period analyzed goes from 1990 to 2012. Evidence has been collected from 126 interviews, official documents, 3,832 newspaper articles and academic literature. Grounded theory has been employed to analyze interviews. The paper concludes that an idea has a higher likelihood to became a public policy if it coincides with the President’s interest, that the preferred way to seek approval and implementation is to use the President administrative power, that government technician empowered by President are crucial actors in the formulation and implementation stages, that Congress is less decisive actor, and that political parties have a limited role in both formulation and implementation policy process.
