Tourism could be a solution to reduce poverty, especially through community-based tourism. Communities reap economic benefits from tourism industry by the increase of local income, hence the social welfare. On the contrary, poor management may lead the emerging Merauke tourism into environmental ecosystem damage. Such a threat to environmental sustainability outweighs any economic benefits because future generation will suffer from the inherited damaged environment. Indonesia's border areas are generally lagging regions with very minimal public facilities. The paradigm shift in the border management area from security to prosperity puts the border area into a front-page. Border tourism then becomes one of the choices to encourage the progress of the border area. This study was conducted in 3 Indonesian border areas: Indonesia-Malaysia border, Indonesia-Papua New Guinea border, and Indonesia-Timor Leste border. Field observations and interviews have been conducted with residents in the border area and local government. Secondary sources such as publications and scientific journals are also used as research data. According to traditional conception of public diplomacy, the positive building of country's image... more According to traditional conception of public diplomacy, the positive building of country's image is the main aim of public diplomacy by sharing clear and credible information and persuading other foreign government and public abroad. In the era of rapid development of information and communication technology, the good image of one country cannot be build by focusing on the parties abroad. The image should be built by focusing on domestic public. By sharing clear and credible information government can persuade public in shaping supportive attitudes. Unfortunately, Indonesia government failed in managing public diplomacy. The anarchic actions and narrative coercion were frequently happened during Malaysian cultural claims. These were unsupportive situation for Indonesian image itself. Lack of mechanism in public access to obtain trusted information and also lack of guidance to respond sensitive issues determine those attitude and lessen the level of relation between countries.

The rapid growth of tourism village in the province of Daerah Istimewa Yogyakarta (DIY) strengthe... more The rapid growth of tourism village in the province of Daerah Istimewa Yogyakarta (DIY) strengthens the important meaning of the existence of the non-state actors in international relations. Since growing in early 2000s and exceptionally developing nowadays, the community in tourism village has shown that the activities, attractions, art culture, and customs they has demonstrated to their foreign guests are able to serve as a means of accomplishing cultural diplomacy that feature the characteristic of people-topeople contact. However, their position and role as the non-state actors have not been autonomous. There are many obstacles in the development of tourism village that forces the state (the local government of DIY province) to help, attend, and facilitate the people in tourism villages. This The result is the collaborative and accommodating relation between the people and the local government, so that the tourism villages can grow fast in DIY province.

Noken is a traditional handmade Papuan handbag. Currently, young women are starting to leave the tradition of weaving noken because it is considered a symbol of backwardness. Woven bag noken may improve the welfare of women as well as sustaining Papua tourism. If it is packed in an attractive way, noken can be used as a souvenir icon of Papua. In turn, it develops the tourism industry and a means of women empowerment. This article describes the opportunities for women's empowerment in supporting the tourism industry through the development of woven bags noken. The research took place in Merauke district of West Papua.

Convincing the international community about the region cultural identity will be more challenging. Disseminating abroad to create a perception of a cultural identity area is one of many ways. This research aims to analyze the efforts of Yogyakarta to disseminate its cultural identity using cultural paradiplomacy. The research uses descriptive-qualitative method. It uses primary data from the Cooperation and Investment Agency and Cultural Office of Yogyakarta. It also uses secondary data from documents, reports, and articles about cultural paradiplomacy. This research findings are strategies to convince the international community about the cultural identity of Yogyakarta as follows: visiting foreign territories, participating in international events, attending global networks, and representing on behalf of the central government. The experience of Daerah Istimewa Yogyakarta (DIY) province proves that the development of tourism villages contribute in promoting "the power" of Indonesia through art, culture, custom and food to international society. Tourism Villages that located at Sleman, Bantul, Gunungkidul, Kulonprogo and city of Yogyakarta (called as tourism kampong) succeeded in attracting foreigners to stay and live as villagers, enjoy villagers daily live and learn Javanese culture. The study was conducted by observation and interviews. Data were analyzed with descriptive qualitative techniques. Data categorized and given a qualitative analysis of narrative. This research showed that tourism village is a new kind of tourism object that produce a new close relationship between Indonesian people and foreigners, functioned as a tool to make foreigners love Indonesia, prolong their stay in Indonesia, and promote Indonesian culture when they come back to their country. DIY's experience is a best practice for other provinces in Indonesia to develop and promote its own distinctive tradition and culture through tourism villages. Finally, this effort will contribute in supporting Indonesia soft power.

Convincing the international community about the region cultural identity will be more challenging. Disseminating abroad to create a perception of a cultural identity area is one of many ways. This research aims to analyze the efforts of Yogyakarta to disseminate its cultural identity using cultural paradiplomacy. The research uses descriptive-qualitative method. It uses primary data from the Cooperation and Investment Agency and Cultural Office of Yogyakarta. It also uses secondary data from documents, reports, and articles about cultural paradiplomacy. This research findings are strategies to convince the international community about the cultural identity of Yogyakarta as follows: visiting foreign territories, participating in international events, attending global networks, and representing on behalf of the central government. The experience of Daerah Istimewa Yogyakarta (DIY) province proves that the development of tourism villages contribute in promoting "the power" of Indonesia through art, culture, custom and food to international society. Tourism Villages that located at Sleman, Bantul, Gunungkidul, Kulonprogo and city of Yogyakarta (called as tourism kampong) succeeded in attracting foreigners to stay and live as villagers, enjoy villagers daily live and learn Javanese culture. The study was conducted by observation and interviews. Data were analyzed with descriptive qualitative techniques. Data categorized and given a qualitative analysis of narrative. This research showed that tourism village is a new kind of tourism object that produce a new close relationship between Indonesian people and foreigners, functioned as a tool to make foreigners love Indonesia, prolong their stay in Indonesia, and promote Indonesian culture when they come back to their country. DIY's experience is a best practice for other provinces in Indonesia to develop and promote its own distinctive tradition and culture through tourism villages. Finally, this effort will contribute in supporting Indonesia soft power.
