This paper comparatively studies the socio-politics of two ethnic minorities since the 1970s: African Americans in the United States and Gitanos of Spain. The comparison will survey the histories of oppression of both groups within their respective societies, their current socio-political statuses, and the efforts at furthering their integration. With a focus on the obstacles encountered and improvements made by both groups in the post-Francoist and post-Civil Rights eras, the paper employs the Jackson-Whitaker Model, an established model for comparative cultural studies, to examine the severity of the inequities and disparities faced by African Americans and Spanish Gitanos relative to each other. Finally, the research provides critical commentary on the efficacy of each group's current socio-political integration initiatives for African Americans and Spanish Gitanos in the U.S. or Spain, and suggests further courses of action for improvement in each nation.

Este artículo lleva a cabo un estudio comparativo de la situación sociopolítica de dos minorías étnicas desde los años 1970: los afroamericanos en Estados Unidos y los gitanos en España. La comparación investiga la historia de opresión de ambos grupos dentro de sus respectivas sociedades, su estatus sociopolítico actual y los esfuerzos por promover su integración. Centrándose en los obstáculos encontrados y el progreso logrado desde los fines de la época franquista en España y la de los Derechos Civiles en EE. UU., el papel emplea el Modelo Jackson-Whitaker, un modelo establecido para estudios culturales comparativos, para examinar el grado relativo de desigualdad y las disparidades enfrentadas por los afroamericanos y los gitanos españoles. Por último, la investigación examina de forma crítica la eficacia de las iniciativas institucionales para la integración sociopolítica de los afroamericanos en EE. UU. y de los gitanos en España, y sugiere medidas adicionales para su mejora en cada país.

Throughout history, the plights of two ethnic minorities have closely and uniquely mirrored each other. African Americans in the United States and the Roma, or Gitanos, of Spain are both visible minorities with half-millennium histories in their respective countries, yet they are clustered in homogeneous urban communities, woefully underrepresented in politics, and plagued by poverty, health-care disparities, and educational inequity.

Devontae Freeland ’15 embarks on a comparative cultural study of each group’s socio-political integration. Taking into account their histories of oppression as well as the current initiatives to further their integration, Freeland places particular focus on obstacles encountered and growth made by African Americans during the post-Civil Rights era (1968–present) and Spanish Gitanos during the post-Franco era (1975–present), two periods of rapid advancement.

The presentation will be followed by a Q&A session and a screening of excerpts from the documentaries Black in America and Gitano.

An anthology of over 100 personal narratives from students, faculty, and alumni of Phillips Academy published anonymously on issues of social identity, including a complementary pedagogy of facts, statistics, and discussion questions, and separated into seven categories: gender, class, race & ethnicity, sexual orientation, religion, geographic origin, and ability.

Despite sweeping fiscal austerity measures, as of 2017, Spain’s ten-year recovery from the worldwide Great Recession and housing market crash had remained slow. The national unemployment rate peaked at over 27 percent in 2013, and the hardest hit remain Spain’s youth. For Spaniards aged 18 to 25, the unemployment rate recently dipped below 40 percent for the first time since 2010. The lack of youth in professional sectors of the economy has dampened economic growth and strained Spanish families. Although many blame bad policy for Spain’s widespread youth disenfranchisement, the true narrative is far more complex, striking evenly across economic and cultural bounds. Published as a feature piece in "Free Time", the Fall 2017 issue of the Harvard Political Review, this article lays out the facts of the recent national crisis in Spain and explores the ways in which culture, economics, politics, and the generational divide between young and old have opened the political opportunity for the emergence of Podemos and Ciudadanos -- new, youth-centered parties which have ruptured the nation's traditionally two-party system.

In 2005, the Member States of the European Union set themselves the target of spending 0.7% of their GNP on development aid, an exceptional commitment by the standards of the donor community. A quantitative analysis of European aid based on fifty years of statistics will enable us to assess the contribution that the Member States have made through a common European framework of institutions.1 Official Development Assistance is measured by the OECD Development Assistance Committee Defined in the 1960s, official development assistance (ODA) is measured by the Organisation for Economic Cooperation and Development (OECD). Set up in 1961, the OECD is heir to the OEEC (Organisation for European Economic Cooperation), itself established after World War II to link the United States and the countries receiving aid under the Marshall Plan. Thus, in the beginning, some OECD countries were themselves aid recipients. Today, the organisation is a club in which industrialised countries discuss various aspects of their governance in order to define "good practice". The organisation does not grant funding: the term "development" is used to emphasise a concern for international cooperation which emerged at that time.

L’aide publique au développement (APD) est mobilisée pour de plus en plus de négociations internationales dans la recherche de compromis entre pays riches et pays en développement. Pourtant, son histoire est relativement méconnue. Elle entretient une certaine filiation avec la mise en valeur coloniale, et ses activités tirent leurs origines de pratiques parfois plus anciennes encore.
Il est possible d’aborder l’histoire de l’aide selon une problématique globale (légitimité, efficacité, critères d’allocation, gouvernance collective), ou d’en examiner certaines dimensions. La première option a donné lieu à un premier article dans Afrique contemporaine en 2009. La deuxième option m'a conduit à inviter certains auteurs à mettre en lumière des questions stratégiques en retraçant certaines dynamiques. Cet article mêle les deux approches pour ouvrir ce dossier. Aussi commence-t-il par mettre en parallèle le déroulement de la politique d’aide et celui de la mise en valeur coloniale, pour décrire la différence introduite par le développement de l’étage multilatéral. Ensuite, il examine comment s’est définie l’aide au développement.

LEGITIMACY Despite the two disadvantages of being intertwined with colonial policy, and of addressing far-off targets, official development assistance grew into a global policy in order to establish its local legitimacy. INSPIRATION The search for legitimacy gave rise to increasing advocacy work and strategic productions, originally intended for developing countries, which turned into a source of inspiration for the domestic policies of donor countries. CONSOLIDATION PROCESS The history of global development assistance policy shows a contrast between very old instruments and very recent objectives, following a long consolidation process. MULTIDIMENSIONAL POLICY The global nature of development assistance also means that it constitutes a form of multidimensional policy. Norms developed into a very complex group and their role very much increased, acting to constrain the very objectives of development assistance.

Development assistance can be in kind, in the form of loans or grants. At the end of the XXth century, bilateral aid through loans was changing under the effect of a binding consultation process carried out within the OECD. After recalling some basic facts about the OECD, the paper presents the orientations set up for tied aid loans, and their impact for the Official Development Assistance (ODA) policy, focussing on the Agence Française de Développement, the operator of French ODA loans.

Évolutions en France et à l'étranger Résumé L'expertise est examinée au sens de la coopération internationale, comme transfert de compétence financé par l'aide au développement, sous forme de missions contribuant principalement au renforcement de capacités. Née dans le cadre multilatéral, cette activité a suscité dès l'après-guerre une mobilisation des donateurs qu'il n'est pas simple de mesurer et qui concerne tant les pays de la future OCDE que ceux du Conseil d'Assistance Économique Mutuelle. Elle s'est déployée en trois vagues, la constitution d'institutions et la substitution, les transitions vers l'économie de marché, et la promotion du développement durable. Communication 1 Dans le monde du développement, l'expertise constitue un volet important de la coopération technique. Selon l'OCDE, c'est l'activité principale de la coopération technique, elle-même catégorie hétérogène d'aide au développement (qui) recouvre toute la gamme d'activités d'aide visant à mettre en valeur les ressources humaines en élevant le niveau des connaissances, des qualifications, du savoir-faire technique et des aptitudes productives des habitants du tiers monde. Elle constitue ensuite une des missions des institutions des Nations Unies, qui lui consacrent dès l'origine des moyens substantiels. Inscrite dans la Charte, l'action des NU dans ce domaine est formalisée en août 1949, avec, dans le sillage du Point IV, la création du Programme élargi d'assistance technique (PEAT), qui peut recueillir des contributions volontaires des États membres en complément du budget ordinaire, plus modeste, alimenté par des dotations prévisibles. Le PEAT a pour objectif le développement de l'industrie et de l'agriculture des pays "prolétaires" (sic) tandis que le programme ordinaire est limité aux problèmes de formation. Development assistance may be in kind, in the form of loans or grants. Bilateral aid by loans is evolving as a result of binding consultations within the OECD between donor countries. After recalling the foundations of this institution and its rules of operation, we will show the directions that are necessary for the loans of aid linked through it, then the global evolution that follows in terms of Official Development Assistance (ODA), particularly in the case of France.

During the second half of the 1990s, ODA decreased, especially in Least developed countries and Africa. In this context, in 1999, this paper draws attention to four factors that might prompt technical decisions without consideration for the political issue of why, what for, and whom to offer aid. What will be the consequences for Africa?
