Sc... more This article seeks to broaden the scope of discussions pertaining to land-value capture (LVC). Scholars have now accumulated considerable documentation and analyses on how public authorities can (and whether they should) capture land-value increases that stem from actions other than the landowner's. Little attention has been paid, however, to how public actors might compete for, and share the fruit of LVC. Using the case study of Nanterre-la-Folie, a district located in the vicinity of a new train station within the Grand Paris metropolitan area, we draw attention to the interplay of a variety of public actors (transit operators, local governments, national government) as they negotiate their share of transit-related LVC. In doing so, we show that the largely agreed-upon narrative of LVC as public actors versus private ones leaves important aspects of planning in a blind spot. By drawing attention to public actors' competition for transit-related LVC, we inform academic debates on metropolitan governance and highlight implications for the unfolding and outcomes of real-estate projects.

In the nineteenth century, the emergence of railroads in France resulted in new analytical issues... more In the nineteenth century, the emergence of railroads in France resulted in new analytical issues, as they are natural monopolies. Jules Dupuit examined the issue of the operations of the railroad sector on several occasions (1853, 1861 and 1862). He would seem to have defended two contrasting positions, opening the way for debate among commentators. In this communication, I attempt to restore the consistency of Dupuit's positions on the railroads. In the first section, I distinguish between competition as an ideal and the feasibility of competition in the railroad sector; this distinction is implicit in Dupuit's work, but it helps us to grasp that, in his opinion, unlimited competition is not possible in the railroads and that it is not necessarily beneficial to the welfare of society. The State should therefore regulate the railroad sector either by State management or through concessions. In the second section, I specify the conditions under which he believed the State should manage the railroads sector instead of offering concessions to private companies.

L’innovation est aujourd’hui consideree comme indispensable au secteur ferroviaire pour resoudre ... more L’innovation est aujourd’hui consideree comme indispensable au secteur ferroviaire pour resoudre les difficultes que celui-ci connait. Afin d’analyser les processus d’innovation dans ce secteur, nous adoptons une vision large de la production dans le ferroviaire, l’envisageant dans sa globalite et sa complexite. Cette approche montre que le secteur ferroviaire francais se situe, sous l’effet de diverses mutations, et particulierement de la montee en puissance des regles europeennes de concurrence, dans un entre-deux, entre « impulsion etatique » et « regime marchand » (Boyer, 2015). Cette transition engendrent des contradictions et limitent la capacite a innover du secteur. En se fondant sur la notion de « systeme sectoriel d’innovations et de production » (Malerba, 2004) et en s’appuyant sur une trentaine d’entretiens semi-directifs aupres d’acteurs du secteur, cet article identifie des « nœuds », des points de tension, dans les processus d’innovation et dans lesquels les contradictions du systeme se cristallisent, et definit les contours d’un agenda pour des recherches futures.
